1. KUDOS! YOUR CREATIVE IDEAS FOR "THE SECOND BOOK"
When we sent out the FREE BOOKS OFFER, we asked you to tell us what you planned to do with
"The Second Book." We knew you'd have some "Creative Ideas" but we've
been overwhelmed by your thoughtfulness and generosity.
What did we learn?
You want to help others! Many of you plan to donate "The Second Book" to a
person, group or organization and you've given thought to the "ideal recipient."
One person summed this up by writing "I'm sure you agree that knowledge is
power" then described plans to donate "The Second Book" for a specific
purpose so that others
will benefit.
Curious?

4. VIRGINIA SPECIAL EDUCATION REGULATIONS: COMMENTARY FROM WRIGHTLAW
The Virginia Department of Education (VDOE) is revising the state special education
regulations. As part of this process, VDOE is seeking to reduce their responsibilities to
children with disabilities and their families.
Virginia's record of compliance with the Individuals with Disabilities Act is dismal.
According to the last Monitoring Report by OSEP, Virginia was "Non-compliant" in
five areas, with "No Information" in two areas. Virginia was not compliant in a
single area.
The "Summary of Findings" from OSEP's last Monitoring Report of Virginia is at:
http://www.wrightslaw.com/virginia/VA_NCD_Summary.PDF
Pete Wright provided extensive commentary about specific areas of Virginia's proposed
special education regulations. This commentary is in pdf format (191 K) and will take a
minute or more to open or download. The URL for the Wrightslaw commentary on the Virginia
regulations is

* IDEA COMPLIANCE REPORT *
The IDEA Compliance Report is having a large ripple effect around the country. The Report
includes detailed information about every state. The Report also established that the
federal government has not played an active role in enforcement, but has relied on parents
to enforce the law.
